Re: Excellent Work – Compliment

“At a time when there is enormous pressure and criticism of local authority provision I felt it was important to apprise you of a Buckinghamshire County Council (BCC) team who are successfully delivering a high quality service to schools and the community they serve.

Over three years ago I started negotiations with BCC School Commissioning Team for the construction of a new classroom at Brushwood Junior School, Chesham. The classroom is required to accommodate an exceptional bulge in the local pupil population which is scheduled to move from our main feeder school in September 2017. A nominal budget of £500,000 was set aside by BCC School Commissioning Team and an external consultant was appointed to progress the project. 

In our early meetings with the external consultant, Mrs Hanka Stanford, School Commissioning Partner, repeatedly made clear the budget limits for the project and the relatively simple design brief for the provision of:

An additional classroom and small group room

An extension to the existing staff room

An extension to the current car parking area

Within a short space of time the estimates for the completion of the project had exceeded £870,000 and the project appeared to be untenable.

I am thankful to both Hanka Stanford, School Commissioning Partner and Andrew Bourne, In-house Building Surveyor, that they explored the alternative solution of driving the project themselves. Firstly they simplified the original plan drawn by the architect to deliver the classroom design we had asked for initially. Secondly, they went out to tender on the South East Business Portal and were fortunate that the lowest tenderer was from a contractor who has worked for the Local Authority for a number of years. Throughout, their communications and involvement with the school was exceptional and inclusive.  The appointment of J.E.T. Construction has been another key to the project. It was clear from the start that Mr. Bourne knew the quality of their work and the manner of the way they conduct their business.

During   the  preparation for and during the building phase of the project both Andrew Bourne and the Management Team of J.E.T. Construction, Mr. Russell Argles , Contracts Manager, and Mark Woodward, Surveyor, involved the school in the detail of the plan and listened carefully to the business needs of our school. The project has consequently run throughout term time, safely, to schedule and within budget. Further, the J.E.T workforce and sub-contractors have welcomed the involvement of our children in the project. This has greatly enhanced the learning experience throughout the school with pupil projects; the practical application of mathematical concepts such as area, perimeter, volume, measurement, multiplication, tessellation, geometry. For this, I would greatly thank the sub-contractor of Winwood and Mr. Stuart Tocknell, JET Construction Site Supervisor, who have, under the expertise of Russell Argles, conducted the whole process in a professional good humour and collegial manner, the level of which I have not seen in previous projects.

In business terms Hanka Stanford, Andrew Bourne and J.E.T. Construction have brought the project to conclusion:

On time

Under budget (£500k)

In excellent humour

With a quality finish

If this were not enough commendation, we have been able to build a degree of future proofing to the venture for further extensions and in so doing reduce potential costs to the council and ultimately the rate payer.

As I retire from Brushwood Junior School after 15 years as Headteacher, I can genuinely say that this collaboration has been the most satisfying building development during my time at the school. As a model for the future, I would recommend the expertise and knowledge of the in-house staff such as Andrew and Hanka is trusted in and invested in by the Local Authority Management, they are a credit to the LA in the way they go the extra mile. I would also ask the Local Authority to consider JET Construction for future works of this type as they have a customer satisfaction ethos and attention to detail which I can only recommend.”

JET undertook a series of internal office refurbishments which whilst relatively straightforward were made even more challenging due to the nature of the client’s site rules, regulations and the difficulties often encountered when undertaking works in occupied buildings. Numerous changes and programme adjustments had to be incorporated including an additional phase of works.

The professionalism and patience displayed by the site management and team whilst undertaking these works was exemplary throughout. In addition, the works were handed over on time and with zero defects at completion.
